Arctic piracy

Apparently Russian authorities announced they have launched a piracy investigation against a group of Greenpeace activists who boarded a Gazprom oil platform in the Arctic last week. I thought it was the Russians who were pirates, since they forcefully boarded an unarmed and peaceful protest vessel, threatened the crew with guns and imprisoned them. How is that behaviour different from that of the Somali pirates we often hear about?
